Sho'ayian was born in Tehran in 1928. He studied philosophy at the University of Tehran and became involved in political activism at a young age. He was a member of the communist Tudeh Party of Iran and participated in the 1953 coup that overthrew the government of Mohammad Mossadegh. After the coup, Sho'ayian was forced to flee Iran and lived in exile for several years.

In 1969, Sho'ayian returned to Iran and joined the underground Fedaiyan-e Khalq (People's Fedayeen) guerrilla organization. He was one of the leading theorists of the Fedaiyan and played a key role in the development of their strategy and tactics. Sho'ayian was arrested in 1973 and sentenced to death. He was executed in 1975.
